Public Consultation on IRR of Cheaper Medicines Act Held IP Philippines Director General Adrian S. Cristobal Jr. said the consultation will consolidate the participant’s recommendations in the drafting of the IRR. “We intend to gather views and comments from the different sectors that will be affected by the new law,” Cristobal said. “Our primary purpose,” Cristobal added, “is to craft regulations to pave the way for our people to have access to affordable and quality medicines, maintain the patent system’s incentive for innovation, and comply with our international treaty obligations.” The IRR will implement provisions related to intellectual property, specifically sections under Chapter 2 of the new law. The Act and its IRR aim to make cheaper medicines affordable to the masses as soon as possible. Senator Manuel A. Roxas, the principal author of the bill, said that with the new law, all roadblocks and legal loopholes towards parallel importation of medicines have been removed. Roxas said the new law also helps “strengthen the Generics industry and strengthen the Bureau of Food and Drugs (BFAD)” and provides safeguards to prevent the proliferation of fake drugs in the country. He said that he is committed to ensure that the IRR would soon be drawn up and implemented.
