Philippines Maintains Lower Level USTR Watch List Status

The U.S. Government has ignored recommendations by drug companies and cable broadcasters to put the Philippines on the list of the worst violators of intellectual property rights (IPR), but noted an “apparent increase in piracy” in the country despite numerous raids and confiscations last year.

For the third year in a row, the Philippines was kept on the lower level watch list of the Office of the U.S. Trade Representative’s (USTR) yearly “Special 301” report. The country was formerly in the “priority watch list” from 2001 to 2005.

The USTR report cited concerns raised by lobby groups such as the International Intellectual Property Alliance (IIPA) over worsening book piracy, illegal downloads using mobile devices, piracy on the Internet, and illegal recordings of films in theaters.

It also recommended that the Philippines add resources to the Optical Media Board and expand its activities, strengthen the intellectual property unit at the Bureau of Customs, and make sure its patent laws comply with the WTO’s Agreement on Trade Related Aspects of Intellectual Property Rights (TRIPs).
