5 Areas In Metro Manila Are Havens for Piracy

The Intellectual Property Office of the Philippines (IP Philippines) identified Binondo, Greenhills, Makati Cinema Square, Quiapo and Metrowalk as 2007’s five “notorious places” where pirated goods are often sold.

The lead coordinator of inter-agency efforts against piracy and counterfeiting said that for last year, most raids were conducted in those identified areas. 

Most of the mentioned spots were already in the list since 2005. Binondo, Quiapo, Makati Cinema Square and Greenhills were in the 2005 list while Binondo, Metrowalk, Greenhills, Quiapo and the 168 Mall figured in the 2006 records. The National Bureau of Investigation (NBI), the Anti-Fraud and Commercial Crimes Division of the Philippine National Police (PNP) and the Optical Media Board (OMB) conducted raids in the total of 573 areas, 269 percent higher than the 213 areas recorded in 2006.

“Apart from the increase in the number of areas raided, other enforcement figures likewise improved in 2007,” Adrian Cristobal Jr., Director General of IP Philippines said. “Foremost is the total estimated value of confiscated goods that reached P2.92 billion. This is a 216 percent hike from the 2006 figure of P1.35 billion, and a 255 percent increase based on the 2005 total of 1.15 billion,” he added. 

Cristobal boasted that in 2007, the number of raids rose by 170 percent at 3,022 from 1,770 in 2006. More than six million pirated items were reported in 2007, compared to almost three million in 2006.

“It was also the first year for the Bureau of Customs (BoC) to take possession of four replicating machines and a record of 37 container vans,” Cristobal added.

In spite of the good 2007 performance, Cristobal called on the local governments to participate in the anti-piracy campaign. “The responsibility of bringing down the number of pirated goods in the market is not exclusive to them. This is a call to local government units to be IP advocates and remove their areas from the ‘notorious’ list,” he said.
